How to File a Complaint
If you have a complaint about a North San Diego County REALTORS® member, we want to hear about it. We take our duties seriously as a local association and uphold our members to the highest standards of integrity and professionalism.
As of January 1, 2023, a Code of Ethics Citation System was implemented, and we began accepting Anonymous Complaints.
To file an anonymous complaint, the alleged conduct must fall within the North San Diego County REALTORS® pdf Code of Ethics Citation Schedule(120 KB) (123 KB)
When a formal complaint or an anonymous complaint is filed, the Grievance Committee will review the complaint to determine if it falls within the Code of Ethics Citation System. Should the complaint fall within the Code of Ethics Citation System, a citation will be issued to the Respondent. The Grievance Committee has the authority to forward the complaint on to a full due process hearing if it is determined that the complaint has alleged conduct above and beyond what is specified within the Code of Ethics Citation System. The Grievance Committee may also dismiss the complaint if it is determined that there appears to be no violations of the REALTOR® Code of Ethics. If You File a Complaint
Include a narrative description of the circumstances and facts surrounding the complaint, being as specific as possible. Attach copies of all relevant documents such as listing and sales contracts, letters, etc., labeling these as Exhibit 1, etc. By doing so, the Grievance Committee can obtain a more accurate depiction of the complaint.

Need Help Navigating the Process?
North San Diego County REALTORS® is proud to offer the Ethics Advocate Program — a unique support resource for members involved in a Code of Ethics complaint.
Whether you are a Complainant or a Respondent, you may request to work with a trained Ethics Advocate, a REALTOR® volunteer who has received specialized training in the Code of Ethics and hearing procedures.
Your Ethics Advocate can assist you by:
- Explaining the hearing process and your role in it
- Helping you organize relevant documentation
- Offering guidance on how to present your case clearly and professionally
- Clarifying the Articles of the Code of Ethics involved in your case
- Supporting you through each step of the process in a neutral, non-legal role
Participation is voluntary and free of charge.
If you are filing a complaint, the Ethics Advocate Request Form is included with the Disciplinary Complaint Forms. You may complete and submit the request form at that time — or choose to bypass it.
If you are a respondent, a copy of the Ethics Advocate Request Form will be provided to you when you are notified of the complaint.
